Just a different version. Goat and sheep are apparently the same translations of the chinese character/symbol. Same for the mouse/rat, they chose the more favorable version. Hope that's okay with ewe.

Maybe it was because they didn't want to remind stackers too much about their sheep mentality of buying at any price in the past years. Just a guess of course. It was probably a discussion of two weeks over there at the PM.
It's quite evenly split. The Royal Canadian Mint and the British Royal Mint use Sheep, Perth etc, Goat. Both are correct.
