I suspect (as is often the case with these reports) that the input to these reports came from those at the top, rather than those in the know. Too often it's the case in workshops that 'group-think' takes over and the popularity of concept skews the results away from a more logical, reasoned concept. Just because the majoritory of the 'group' thinks something is so, doesn't always means it's logical.
