What are DCL and RHA that appear on Harringtons bars?

Many Harringtons bars carry the DCL or RHA counter-stamp. What do they stand for? What are they? What's their history?

Would appreciate it if fellow members who are in the know can share and shed some light about them. Thanks a lot
