I would say it was a close call. They lost control of the virus in the dorms and if they had procrastinated for another 2 weeks, the virus would have spread all over. The lock down itself actually wasn't a full lock down, but it bought sufficient time for them to trace and for people to get used to wearing masks. Most factories were allowed to operate, subject to social distancing. In-dining is not allowed, retail, offices and cinemas had to close. People could go anywhere they want as long as it is for exercise or to buy groceries and food.
