Swan puts congestion tax (and other taxes!) on agenda for summit

Was it 'Yes Minister' that said about having enquiries and enquries until they give you the answer you want? The Henry Report and its recommendations on the revision of the tax system using intelligence and removing political pork-barreling has presumably not suited the powers that be. Their idea of tax reform is that we pay more tax evidently.
