GST on all non 999, including second hand products bought from a dealer that is registered for GST. If he is just a hobbyist or under 70k per year turnover, he does not need to register, and therefore does not need to charge it. However the gst isnt on the whole price, but on his profit margin. ie, the difference between his buy and sell price.
