Its not one plan, its many competing plans and interests interwoven, ultimately ending in a clash of ideas, ideologies, arms or all of the above. The 'Elite' of the world arent together in some secret club with their own idea, they are dispersed throughout the various partys vying to shape the world in their image. They are jostling for their position as always, like leeches attaching themselves to the horse they think has the best chance of winning, but never becoming so involved that they will be brought down if it goes sour. If you had power you would do it to. Just like the natural instinct to protect ones life, there is a natural instinct to protect ones privileged position.
