Quick question: The old kook silver coins in perth mint black cases - do the cases mean they are proofs or were some regular issues in cases as well? Thanks.

Looks like "specimen" in this instance is no more than the packaging for a bullion coin. Also the 1990 specimen kook is not included under Perth Mint's numismatic list. The proof is included of course. Just suggests the specimen is nothing special other than the box and the certificate? Would they inspect the specimen to make sure it's free from flaws? It wouldn't just be a totally random bullion coin would it? Yet they don't state it is a selected coin on the mint's blog. 1990 Perth Mint Numismatic Coins
