There are thousands of overpaid lawyers/accountants/financiers whose job it is to find ways around whatever restrictions are imposed by government. Just look at Myer. The foreign owners swindle $687 million from the ATO but if the average citizens swindled less than 0.01% of that say $10,000, the ATO would prosecute and pillage your assets no troubles at all. Always easier to get 100 little guys than 1 fat cat.

Commissioner Gensler called an immediate end to the meeting. No vote was taken on Position Limits but he was assured through council that Position Limits were still an open agenda. Note that the order of the meeting was switched to put position limits last. They must have planned to stop the meeting without voting. This is ALL VERY ORCHESTRATED at the CFTC although it has left people scratching their heads. One thing this proves: The Implementation of Position limits is a VERY, VERY important event! My understanding is that the CFTC has no true enforcement capability. If true, then position limits are meaningless unless the exchanges agree to them.
dccpa- that is completely incorrect. CFTC has considerable power to enforce, they just don't use it because of systemic corruption.
