Can fake silver panda coins weigh the same as genuine silver panda?
Is there any other way to detect a fake panda coin besides weighing it and comparing it with Genuine Panda image?

Yes it can, assuming it has been salted with lead.

XRF machine will reveal it though.

Unfortunately yes. I was an early victim of dimensionally perfect 1ozt fakes. They look to be composed of a lead & zinc like die cast material with a very thick layer of silver plating over copper. That's the big giveaway, they look quite different to the real deal.

The fake ones are usually thicker than the real McCoys because they are composed of metal that is less dense than silver, so it takes up more space for the same weight.
