    Yeah, spoofing has been well-known for ages, and is no big secret.
    It is the only thing able to be masqueraded as manipulation, which is such a piss-weak argument that it just about invalidates the price-suppression theory.

    Potential Profit from 8 years of spoofing: approx $10 Billion USD

    So they made $1.1Bil a year after covering the fine. There's your incentive.

    It's a disastrous outcome. The CFTC pretend to be regulators, and act like their sending a clear message by "making those responsible fully accountable". It's a slap on the wrist and a pat on the bum, at best.

    I wonder where the $$ go. Likely a profitable exercise for all involved.
