I think a conditional buzz should get priority if it's placed first, just because you want a little extra info doesn't mean you should miss out, that being said I also like the backup buzzes going on

Having said that any condition trying to change a published term is not a buzz
The priority of a conditional buzz is conditional on the terms of the conditional buzz while the priority of the priority buzz is conditional on the priority in which the conditional buzz was received (and its conditions) prior to the priority buzz's buzzing in response to the conditional buzz.
Whatever the seller decides. Ive buzzed in threads before, but the seller has sold to someone who has PMd them and I missed out. Such is life.
In the past when you buzzed; there was no ambiguity! Both the seller and buyer knew where they stood. A buzz was unconditional and a clear signal to the seller that you accepted his terms without any qualifications. Nowadays there's a rush of new-comers not wanting to miss out on a bargain who add qualifications to their buzzes If someone is not 100% sure of sealing the deal, then they shouldn't buzz; they should send a PM in and take their chances on missing out like the rest of us. My proposal is very simple; the first stacker to post a simple Buzz without qualifications goes to the front of the queue

I disagree with such a simple proposal. Deal with it like you would deal with a physical shopper who comes in and starts asking questions about the item(s) in their hand and then another buyer comes in with no questions and also wants it. Your response and the outcome if you were face to face depends on many circumstances not least of which are the types of questions the first person is asking. As I said earlier, the priority of the conditional buzz is conditional on the conditions. The seller can of course choose to do whatever they want, but like the classic "etiquote" thread, they should be prepared to accept the potential consequences and perceptions that other people will have in the future if they make decisions that other people don't like.
