Unlucky Greg, we all get stung from time to time. This is why I usually only buy British Hallmarked stuff when I'm buying for myself. For me, you just cant top a really good mark. One of my gold rings I can trace to the maker, the year it was made, the actual shop it was handmade in AND the man who made it (now deceased unfortunately - his son verified it was his dads work though). All by the hallmark

Hi there, you really can't rule out that it's silver just because it is flaking. Allmetals can do this if processed in a certain way. It could be the result of poor craftsmanship but does not mean that it's not sterling. You can test the alloy with a metal testing kit which uses acids and colour... Or get a jeweler to test it for you. Hallmarking can always be forged ... That's a simple matter and there is not much regulation here. But before you come to any conclusion please have it tested in my opinion.
