rarepanda (Jay) is a well know expert and dealer of Modern Chinese Coins.
Both 3137394-094 & 3250386-116 show in NGC's data base for me... I am unsure of what the problem was.
FWIW, qianscoins is a known reputable dealer...
Generally speaking I'd say the seller is responsible to deliver the coin or fully refund your money.
Who is the seller?
Is it something to be concerned about when one of these NGC, PMG and CCE Authorized Dealers who is distributing these is involved in the OMP...

If you can not provide cert # it is suspected of being faked.
