You never know when a coin gets "hot", but I would think a Franklin Delano Roosevelt (FDR) would have a better chance then Theodore Roosevelt.
Either Roosevelt could be seen as more popular. Interestingly enough, they were not related in any close way at all. They were 5th cousins. To put this into a little perspective, Jimmy Carter and George Washington were ninth cousins. Teddy, of course, unlike FDR, is one of the four leaders who's face (or likeness thereof) is part of Mt. Rushmore. .
FDR had nothing to do with the national parks system. TR was instrumental in creating and expanding the parks, and that is why one is named for him. This is not a presidential series, it is a national parks series, so FDR is irrelevant. And as Golino explained, Teddy is very popular with collectors.
