You mean you have a bar that actually says.99.63%? That's pretty cool. Only a guess but it might be an assay bar where they've refined a product and then run a highly accurate assay/test series on it to find out exactly what's in it.
It's the purity. Harrington individually assayed batches of 1oz bars. The weight will be slightly over 1 Troy oz, ensuring you get 1oz of 9999 equivalent.

Cost of achieving 9999 is way higher than 99XX. I doubt those gold bullion coins are real 9999. Anyone in a university metallurgy lab would do a simple test? Homogenize a 1/20 oz gold coin, say kangaroo, and put it in XRF or MS, to have the metal profile. If it is under 9999 we could claim some damage from the mint.
