I reckon that look like it has been cast. The writing and the "pimples" are not right amongst a multitude of other things. Just my personal opinion.
It looks like a very poor counterfeit / jewellers copy, more than likely cast as Belvedere said. The date looks wrong, no BP designer initials, inconsistent 'wear' patterns, no mintmark indicates London but no records of mintage. Someone trying to capitalize on a recognized coin.
Seems like a lot of effort to copy something that didn't exist, but I agree - it appears to be a jeweler's effort (perhaps 9 caret, too). Some avowed fakes seem to be fetching decent prices
