Why should any government have laws about what you can't possess, especially if it poses no danger to anyone?
Maybe it was something similar to Australia's 'Unexplained Wealth' laws. You could almost guarantee Australian cops would also confiscate that amount of gold if they found it on you.
I think if I was found with 8 kg of gold and no receipts for it I would probably say I found it by the roadside as well.

8kg gold = $171,000, Where do I get that deal? Was the illegal possession for having gold without permission, or for holding found goods without alerting the authorities. I think you would be charged here too if you found gold or cash and didn't report the find.
This story doesn't stack up, so to speak. He found it by the road side and the Police tracked him down? How? Did he advertise in the local newspaper he found it? If it went to state coffers then no legitimate owner had claimed it and the Police would not have known it was missing in the first place. Don't believe everything you read on the Internet.
You can buy and sell bullion in Russia. Dealers ask for ID though. One dealer made me sign a document that says I confirm I'm not a "foreign agent", whatever that means. For a second I was worried they were about to bust my CIA ass. However silver bullion is unfortunately not a big thing here. I live a city with half a million ppl in it and I can't find silver bullion. Seriously. Only expensive ripoff collector coins. They had some bars in head regional Sberbank office (biggest bank in Russia) like a half a year ago, now they're mostly empty. I come by once or two a week to grab one if they have some and I only had luck a month ago with 4x50gram bars. That was it. You can order coins from Moscow however.
In Russia you can posess gold and silver coins (or jewelry) but you can't legally sell bar another person, only to a bank. You also can't posess a nugget. That rules were in USSR too.
The more I think about that story, the more I suspect that he was carrying it from A to B for party X. Let's face it - if you came across a small fortune in bars (which it is apparently illegal to have), and you picked 'em up (which is probably a breach of some law as well) and you decided to keep them, why would you leave them in your car, as opposed to a) in a hole, b) behind your bookcase? Unless, of course, you are carrying them for your great mate Konstantin who has lots of guns and doesn't pay much tax...
