The retail price of 1oz Silver Panda are as follow

    2008 CNY400 (USD64.5)
    2009 CNY450 (USD72.6)
    2010 CNY380 (USD61.3)
    2011 CNY230 (USD37.1)
    2012 CNY260 (USD41.9)
    2013 CNY215 (USD34.7)
    2014 CNY165 (USD26.6)
    2015 CNY162 (USD26.1)

As mentioned by asdfghjkl32, price of panda 2011 and 2011 increased by 60-100% in September to November as dealers bought them to get it listed in the "coin exchange platform".
It is good for those who have source to sell back their panda to china dealers. They prefer to buy the panda in sealed tray and they offer higher price to buyback the panda in sealed tray as well.

I agree that there is less demand outside China for recent year panda as collectors dont want to pay high premium for it. But it is different story in China. Dealers are willing to buy high premium to buyback as long as they can earn good money from buying and selling the pandas.

Prices are about right, however, there're precious metal tax in China, not in Australia.
