I think they're more for marketing purposes when agents are trying to flog space in the huge empty shopping malls. When showing prospective tenants it's better to have some recognizable names and logos instead of hundreds of empty shops. A business owner in one of the ghost malls was told that they were temporary shopfronts until the actual brands moved in. Something like 2 years later and he's still the only tenant of 5 floors!

That actually makes sense - I had a quick search on the web to see if I could dig up anything about it being promotional etc but couldn't find anything. So basically empty stores so that it looks like a desirable high-end mall while they try to get real tenants in to what would be otherwise unbranded empty shops. Maybe they could try that at Docklands
Couldn't find the video with the shopkeeper talking about it but from about 3:20 they talk about the branded shops set up just to trick the buyer/leesee into thinking it'll be a high-end SC. Well I started out thinking it would be like some kind of alternate reality theme park. Would make a great practical joke to drug someone and have them wake up in the place with everyone acting as if it was all perfectly normal. However if the shops aren't really open it probably wouldn't be worth the airfare and paying for all the actors.
