Why not, the Chinese government doesn't mind. Considering how ancient of a culture they are, it is surprising that all they seem to be able to do is counterfeit everyone else's work. And the Western governments just keep on letting them do it without any consequences. Start banning a lot of Chinese products and I bet the Chinese government suddenly grows a conscience.
Thus is sad. I just don't think the Chinese culture views counterfeiting as something morally wrong. How else can you explain stores in China dedicated to counterfeit items.
