Coin looks legit. Number sold doesn't equal the highest coa number. They don't necessarily sell them sequentially from coa 1 onwards. They might ship different sections of the mintage to different customers - a batch to auspost, another batch to downies etc. I have no idea what happens to stuff auspost fail to sell - if they send them back or not.
