Gee they take a 2 sided unfair view. When one of my items received a charge back the first thing they asked for was evidence of posting and tracking. Uploading any photos or other evidence you may have to support your case. Can you imagine just giving them a tracking number and no photo of the package? It could be any tracking number. Then they would say, insufficient evidence. Just unfair, what do they actually want?
PayPal just want to screw everyone... If they can, they just don't want to pay anyone, no sellers or buyers
Ust for the record fellas, Albania is a very very corrupt country and well versed in organised crime and fraud. Someone asking to ship there is an automatic red flag.
I'm not sure if relevant but I recently processed a return via eBay and Paypal. Seller advertised 15*1/10 in sets of 5 for spot. They sent 15*1/25 in sets of 5. PayPal told them they would only refund upon return, but money hit my account as soon as I sent a tracking number. Not sure if it was from Paypals purse or the sellers account.

Hmmm, I wonder if my case is different. I can only go off what PayPal have told me. They would be stupid to refund the buyer just from a tracking number.
Check with paypal whether they accept a written document or an email from the courier company saying the packet was empty or without the coin you expecting,the delivery person can be the witness,fingers crossed.
Nothing arrived! FedEx told me there is an issue with the tracking and it was incorrectly scanned. I fee like this is never going to end!
You're definitely dealing with a pro-scammer... Make sure you called PayPal and advised them exactly of what has happened, ie. scammer gave you a non-genuine FedEx details and, even, FedEx is unable to verify its own tracking details. Therefore, give you a significant point of what your claim of this scammer. Make sure don't put too much personal emotion to this as PayPal might think that you're playing the same game... Good luck!
It looks like in my case ebay gave the buyer the wrong address as an email from ebay states item was delivered but I did not get anything back. I also made an appeal in my case and I have to call them tomorrow again to see where is my item(just to waste my time....).

That's because you're dealing with professionals. They probably have a corrupt FedEx employee, or branch, in collusion also. I wouldn't imagine you're the sole victim. This is an industry.
More likely the scammer is exploiting weaknesses in the fedex system. All online systems have flaws, its just a matter of finding them. Virgin used to have a doozy in the online checkin platform
