Do you see toning as a good thing or not good thing? Seems like lots of people love certain natural toning on coins. I have mixed feelings about it. Also, I think toning is exclusively about the environment the coin is kept in and the age (everything else being equal) and nothing to do with manufacturing processes. White spots, on the other hand, seems to be a by-product of a cost cutting manufacturing process. White spots and toning are two different worlds it would seem. .
Size = 1oz and 1/2oz Red Coloured Dragon proof. I haven't seen milk-spots on any of the Silver Dragon 1/2oz, 1oz, 5oz proofs or High relief 1oz coins. Was very disappointed with the coloured proofs. "Thanks Perth"
I still buy a few of their coins for the errors. Did you notice how many claws / talons the red coloured Dragon has? The stamp printer at Perth must of been high on fumes and... the quality control staff were on a Chinese noodle break! What was your claw / talon count on the 1oz?

Looked at a 2012 Kilo Proof Dragon last night. No spots. (It was a little tense leading up to me opening my eyes). Also some bullion Koalas, 2007-2010, no spots. Additionally I checked several sets of 2010 bullion 5 oz ATBs. Again spot free... For now.
This problem seems to be even in some coins of less than 999. I have 3 Maria Teresa restrikes with the spotting. These coins are very much uncirculated & I assume they are recent restrikes.
The problem is not with the purity of the silver coin, but rather with the current minting process employed by what appears to be most of the major mints.
